WOCAP is currently seeking a Fiscal Grants Manager

Basic Function:

Oversee and manage agency grants/programs including but not limited to reporting requirements, expense reimbursement requests, budget management and revisions, cost allocation and allowability, and any other unique fiscal functions of individual grant awards. Have a working knowledge of all agency accounting functions, fiscal policies and procedures, and finance operations so that monthly financial reports can be produced.

  The principal responsibilities of the job are:

  1. Prepare monthly reports and expense reimbursement requests for agency grants.
  2. Oversee and manage budget revisions.
  3. Analyze cost allocation among grants/programs and determine the allowability of expenses.
  4. Participate in grant budget development/creation by working with the Chief Financial Officer and agency directors in planning component budgets and analyzing programmatic needs.
  5. Help develop and maintain financial internal control programs and procedures (policies).
  6. Oversee that the non-federal share matching (In-kind) requirements are in accordance with Head Start regulations.
  7. Knowledge of Uniform Guidance requirements as it relates to cost allocation and allowability, knowledge of Head Start fiscal regulations and guidelines, and any other specific requirements of a grant award or by its funding source.
  8. Communicate effectively with funding agencies.
  9. Help prepare monthly financial statements and reports for the agency, Board of Trustees, and Policy Council.
  10. Help prepare financial proposals for grant applications.
  11. Prepare annual budgets for agency programs.
  12. Maintain an accurate chart of accounts.
  13. Maintain cost allocations for shared costs such as administrative and occupancy.
  14. Coordinate with the agency Chief Financial Officer in overseeing the annual single audit, as well as any individual grant/program audits and monitoring reviews.
  15. Coordinate with the agency Chief Financial Officer in overseeing and ensuring compliance with grant and board requirements.
  16. Ensure that there is an effective succession or transition for the Chief Financial Officer.
  17. Participate actively on the agency’s Leadership Team, and promote West Ohio CAP, its staff, and initiatives within the agency and in the community.

 

REQUIREMENTS:

  1. Education: Minimum Associates, Bachelor's degree in Accounting preferred
  2. Skills: Excellent organizational abilities, attention to detail, must be able to communicate effectively - written and verbal. Must have the ability to assist and relate to a diverse population.
  3. Experience: Minimum of two years in an accounting-related field.
  4. Other: Knowledge of grant management and non-profit accounting is preferred.  Must have a valid Ohio driver’s license, current vehicle insurance, and access to a privately-owned vehicle during scheduled work hours.
  5. Computer skills: Ability to check electronic mail, enter data into program-specific software for required reports, and Internet skills are required.  Working knowledge of Excel and Word is a plus.  Testing applicable prior to job placement for verifications.
