JOB SUMMARY: Performs routine and complex supervisory, administrative and professional work in planning, organizing, directing, and limited supervisory functions the Public Works Department. Tasks include environmental, street, traffic control, landscape management, public buildings, structures, grounds, lighting and other public works projects and programs. Works under the supervision and direction of the Public Works Director.
ESSENTIAL JOB FUNCTIONS: The following list of essential job functions is not exclusive or all-inclusive. Other duties may be required and assigned. Serves as Acting Director in the absence of the Public Works Director for matters pertaining to the Public Works Department. Performs supervisory functions of Public Works operations and staff as directed. Participates in the development and implementation of goals, objectives, policies, and priorities for assigned functions and programs; recommends, within department policy, appropriate service and staffing levels; recommends and administers policies and procedures. Assists in managing and participates in the development and administration of the Public Works annual budget and capital improvement budgets; monitors expenditures; assists in applying for and administering grants received for public works projects. Makes presentations; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works and other types of public services as they relate to the area of assignment. Plans work activities; issues instructions; makes periodic inspections of work in progress; and supervises special and ongoing projects. Builds and maintains positive working relationships with co-workers, other Town employees and the public using principles of good customer service. Assist in the preparation of specifications and purchasing for the operational needs of the department for facilities, grounds, equipment, materials, supplies and mechanical maintenance, purchasing and capital projects. Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations. Perform mechanical, skilled, semi-skilled and manual labor tasks; assists in the landscape management and maintenance of public grounds; maintains vehicle and equipment maintenance records. Performs other assignments as needed, required and instructed.
KNOWLEDGE. SKILLS. AND ABILITIES: Considerable knowledge of methods, materials equipment and techniques used in constructing, maintaining and repairing streets, park facilities, landscape management, grounds, and building. Working knowledge of water, sewer and stormwater operations and appurtenances; automotive vehicle servicing and maintenance requirements; engineering principles and Federal and State compliance programs. Working knowledge of first aid and applicable safety precautions. Skill in operation of required tools and heavy construction equipment. Considerable knowledge of supervisory techniques and practices; ability to plan, schedule and supervise work activities; knowledge of purchasing policies and procedures; ability to effectively communicate orally and in writing. Ability to operate personal computer. Ability to work independently. Ability to understand, follow and transmit written and oral instruction. Ability to establish effective working relationships with employees, supervisors, and the public. Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, Town officials and the general public. Ability to conduct necessary research and compile comprehensive reports. Ability to operate personal computer.
QUALIFICATION, TRAINING, AND EXPERIENCE: Graduation from an accredited four-year college or university with a degree in engineering, construction management, or closely related discipline, with two (2) years-experience preferred; or any equivalent combination of education and experience. Valid State of Florida Driver's License, or ability to obtain one.

The noise level in the work environment is usually loud.
