SUMMARY OF DUTIES: Supervises staff and office functions, determines priorities and assigns work accordingly. Establishes, coordinates and maintains efficient accounting operations, and financial and administrative records. Handles areas of budget control, accounts payable and receivable, purchasing, payroll and benefits, billing, investments and reporting systems. Performs internal cash receipts audits. Assists with budget preparation. Maintains computer hardware and software replacement schedules, and security of data processing operations. Assists in development and implementation of information system improvements. Coordinates preparation of bid specifications and related documents. Prepares narrative and regulatory reports of some complexity. Assists with meeting preparation and reports. Interacts with patrons, contractors, auditors, vendors and other City Departments. Responds to inquiries from the public. Performs related work as assigned.
SCHEDULE: 37 ½ hours per week, Monday through Friday, 8:00 a.m. to 4:30 p.m. Attends monthly night Commission meetings.
QUALIFICATIONS: Requires Bachelor Degree in Business Administration, Accounting, or related field, plus 4 years of increasingly responsible business management experience, including 2 years of accounting, payroll and supervisory experience, OR High School diploma/GED plus 6 years of increasingly responsible business management experience, including 2 years of accounting, payroll and supervisory experience. Requires working knowledge of general accounting principles and practices. Must have working knowledge of computer systems hardware and operating systems software. Requires proficiency in computer software that includes Microsoft Office Suite, general accounting and payroll systems, and basic knowledge of utility billing software. Familiarity with data information systems highly desirable. Must have excellent oral and written communication and customer service skills.
